Our History
TLC for the People was launched as part of the need to expand and grow the work started by “CAARSEA Community Cares.” With a vision to change the lives of unhoused community members with an engaged robust advocacy on behalf of the unhoused with the goal of expanding county resources and policies such that one day, no one has to sleep outside. With the support of the CAARSEA Board of Directors, TLC was launched in 2024 in order to most effectively focus on our mission.
Overview of Programs and Services
Code Blue Sheltering: We opened the doors to our first Code Blue Shelter in Plymouth Meeting, on
October 1st 2023. We had a successful first season thanks to our generous and dedicated staff of . Our 2024-2025 season in well underway and we are grateful that we get to serve our
community in this manner.
Outreach: Our Monthly Unhoused Outreach event occurs on the third Saturday. Since 2020, we’ve relied on volunteers to decorate lunch bags with messages of hope, collect donations of clothing and hygiene supplies, make lunches & donate fruit or water for the event, transport items from COTM to the site and attend the outreach to hand out supplies and engage with this community.
Advocacy: One of the most powerful tools in ending homelessness is advocacy. By encouraging our
elected officials and policymakers to take action on critical issues at the local, county, state, and federals levels, we advocate for change in a variety of areas that directly impact our unhoused communities. Through this work we can advance sensible long-term solutions to the crisis of homelessness.

Unhoused community and those in need of basic needs within Montgomery County and surrounding
areas
